CGDRC will explore the role of and need for the government providing investment support to promote social enterprises, innovation, and production units. The argument is that public policy should focus on building capacities. Markets do not provide such support. The debate may arise to determine the role of the government as a provider of capacity building so that communities and members can manifest their potential.
